Phil is the CEO of Manor Hall Academy Trust which comprises 16 schools across the West Midlands and North West of England. He is committed to ensuring that all children and young people—particularly those facing disadvantage—receive the very best opportunities to thrive. Before joining Manor Hall, Phil played a pivotal role in the growth and success of a national education trust, leading on specialist provision, innovation, and strategic development. He previously served as one of Her Majesty’s Inspectors at Ofsted, where he led work on special educational needs, disability, unregistered schools and safeguarding, and was part of the founding team behind the Local Area SEND inspection framework.

Phil’s career spans extensive senior leadership roles, including headship and executive headship in outstanding schools, residential settings, and colleges. He has supported system development as a school improvement partner, leadership trainer, visiting fellow for Ambition Institute, and National Leader of Education—leading both a National Support School and a Teaching School. His work has also extended internationally, supporting school improvement efforts beyond the UK.

Governance is a key area of Phil’s expertise. He has served as a governor in primary, secondary, and special schools, including roles as Chair and safeguarding lead. He regularly collaborates with local authorities and integrated care boards to shape better provision for children and young people with SEND.

Phil’s commitment to the sector continues through his voluntary roles. He is a trustee of the national charity Equals, a trustee for two other multi-academy trusts, and a member for two more. He also serves as Chair of Governors at his stepdaughter’s primary school because his wife told him he had to!
