Simon Cowley is Executive Director of Education at The White Horse Federation (TWHF) leading improvement across 25 primary schools with a relentless focus on high standards, moral purpose and evidence‑informed practice. TWHF is a large 30 school MAT with schools in Swindon, Wiltshire, Oxfordshire and Berkshire.
Within TWHF, Simon oversees improvement across 25 primary schools. Under his leadership, all schools are now judged Good or better, and pupil outcomes have risen significantly, supported by a trustwide curriculum, strengthened safeguarding practice and consistent assessment systems. He works directly with school leaders through coaching, quality assurance and strategic planning.
With more than 30 years in education, he has driven substantial gains in pupil outcomes, curriculum quality and leadership capacity, resulting in all schools being judged Good or better. As a former headteacher of an outstanding school, National Leader of Education and contributor to national policy, Simon is recognised for his principled, values‑based leadership and transformative impact on children’s life chances across the system.
